VoIP Pinless Calling Card Sys.

I am interested in building and designing a dynamic database-driven prepaid calling card website.
Customers will need to be able to fill a short form on line, pay via paypal or some other merchant, and have an option of a pin or pinless calling.
There is an Asterisk server , (which is the calling card platform), and a2billing, the billing system ,pre-installed and already configured on the Asterisk server, so the website has to integrate in some way with the billing system.
This project needs to be completed within 4 weeks and delivered fully-functional in
executable form, as well as complete connection to my termination endpoint.
